Online clinic system in c# asp.net webapi , entity framework, asp.net MVC

I need an online clinic system designed using C# ASP.NET WebAPI, Entity Framework, and ASP.NET MVC. It should have features for patient records management. I have a specific design in mind, so the programmer should be able to understand my requirements and come up with a satisfactory design. The system should also have 3-4 user roles: one for the admin, one for the patient, one for the doctor, and one for the receptionist. All these user roles should have their own specified privileges and functions. I’m looking for a programmer who is experienced in C# ASP.NET WebAPI, Entity Framework, and ASP.NET MVC to create this system for me.
