Looking for Experienced Developer Familiar with ASP.NET Framework 3.5

I have a complex application built over many years in ASP.NET Framework 3.5. It is a stable application that is currently maintained by a small team in India.
I'm looking to freeze new development and I would like to find an experienced developer who can spend some time getting familiar with the application and then effectively be on retainer to help with bug fixes, minor feature development, and server maintenance (e.g. installing new SSL certificates).
Depending on cost, experience and availability, we may engage candidates for migrating to a newer version of .NET Framework (ideally 4.8), however, there are a number of incompatible third-party components that would need to be updated or replaced, which has prevented migration in the past. We also may engage candidates for new feature development.
