Home and login page development using Blazor

I am looking for a skilled developer who can create a modern design for my home with login (AD authentication) pages using Blazor tech. The ideal candidate should have experience in creating clean and minimalistic designs. I do not have any particular color scheme or branding guidelines in mind, so I am open to suggestions. The main purpose of the pages will be to having UI for CLI , so the developer should have experience in creating user-friendly user interfaces that are easy to navigate. requirement file attached.
