Help me Upload, Retrieve, Update and Delete files/images in my .net core web api project -- 3

My app is built using ASP.NET Core, React (with Typescript) and Mobx. My project's design pattern is CQRS + Mediator. I want to save the images in a folder in my project and only the url in the database. I will share my code and send more details after I choose someone who is willing to work this through.
