Generate Label on PDF file -ASP.Net-

We have a project built based on ASP.Net web forms.
We are viewing the PDF files using "pdfJS" -https://mozilla.github.io/pdf.js/build/pdf.js-
We need to generate a label have some data in the database and generate an image for this label.
Then the user can add the label on PDF files (As a layer on the PDF viewer).
So, the user can relocate and Resize the label over the PDF viewer, also the user can add the label multiple time on the PDF file.
Below is the checklist:
1- Generate Label based on data from databases (Data could be in Arabic or English)
2- Generate a barcode based on an ID and add it to the label
3- Add the label one or more on PDF viewer (PDF.JS)
4- Can drag-drop the label
5- Can resize the label
6- Save the label location and size in the database
7- Generate the saved labels when viewing the PDF file
8- Print the label with PDF
9- When downloading the PDF have the label on the PDF file
