Develop a Drag and Drop Tool similar to canva.com

We are looking for a developer that can create a simple drag and drop design tool which will be integrated with a asp.net website. The users can add images and text in the constraint box on the template.
The core features for users will be:
-Choose Template from template list
-Add Images to the Template by uploading or choosing from existing images.
-Add Text to Template, edit text size, rotation, and fonts
-Show preview without constraint box.
