Create autonomous AI Web ChatBot that give support and sales tips to customer as a Virtual Assistant

I need an AI Web ChatBot that can learn from information that is introduced for it learnning process, with this information it should has the capability to answer questions that our customers do about problems they have, and also can give recomendations about our products based on customer needs and questions they do about a product, the answers that the ChatBot should generate to our customers can be made with text and/or links that redirect to one section of out web page, or as only text that explains the type of recomendation and why it is giving it.
The ChatBot should be developed in Visual Basic ASP.NET and Javascript, and should be integrated trough and "iframe" element in our web site.
Detailed Requiremets:
- This ChatBot is independent, can not be integrated with chatGPT or any other type of AI, it has to be autonomous
- As a Virtual Assistant should be capable to create different type of task that the user need, for example "remember me to pay my energy bill on 2nd of each moth", or "remember me to call Mom on her birthday", etc., when these task has to be executed, the ChatBot has to create a popup in the center of the page with the detail of the task and once the user hit the button "Close", the task ends.
- When the customer ask for support, it should recognize the type of inquiry and answer based on the information that we input in the AI ChatBot database and give a response that can solve the problem and if there is no answer, it should indicate to the customer should communicate with the Web Site Administrator and send and Email with these inquiry introduced by the customer to the system administrator, so we can add in the future an answer that match that kind of inquiry
- When the customer ask for information about one of our products, the ChatBot can give an answer with the description about it and the link where is it inside our web page, so our customer can reach to it thorugh the link, for example "which color of a dress is better for a women that use large size and help her to look good?" and the answer should be "Black, blue or marron color could be perfect, it makes looks great on large size womens, it can be found on our dress section, you can go there following this link: Dress Section", where "Dress Section" should be the link inside our web site that contains the products our customer is looking for, take in mind that the AI ChatBot generate that answer because it has that information in its ML database and was entered by us.
- When the ChatBot is loaded through the iframe element, it has to show in the bottom right corner of the window, and shoul has the capability to be dragged to any location of the window and remember that last location where the customer leave it, the Web Site where the ChatBot will be stored is an Extranet that is login and password protected, so the ChatBot will know allways with which customer is dealing with.
All AI ChatBot information should be managed with MS SQL SERVER, all of it, including its ML
We need proffesionals experimented with this kind of work, because we do not want to integrate with ChatGPT or any other AI, we need our own AI ChatBot that works ONLY with the information that we provide to it, not with any other external data, only ours.
