Create asp.net mvc Website that has admin and user interface and manages queues

The project is a queue management system through merchants can create queues and visitors are able to scan QR codes to register in corresponding queues. When scanned the visitor will get a place in line, when its their turn they will receive an sms notifying them that its their turn. The merchants are able to add/remove queues and to remove people from inside queues

We need to develop a web app to manage queues.
There are two types of users.

1)Admin
2)User

Functionalities:Admin

1 Change queue name
2 Delete queue
3 Remove user from queue
4 Prioritize queue members

Functionalities:User

1 Register and login
2 Scan QR to be added/wait in the queue
3 Know queue status with time left/position number
4 Receive email about queue updates
5 leave queue
