Business partner to set up development office in The Philipines and Romania

I am searching for a business partner in the Philippines or Romania to set up a local development entity. We currently have a development center in India but want another branch in the Philipines and Romania. Let me be clear: we want to go to the Philipines because of the low salary costs. So we are searching for a partner who could get development on the payroll. Also, we are searching for a partner who works only for us, not someone who is working for other customers. We will invest in the office and pay other expenses to keep the branch running. It would be best if you were good at English, be able to find talented people, be able to run a business, and be proactive. Also, significant long-term commitment and loyalty to the company are critical for this kind of cooperation.

The team we want to create will be working mainly on ASP.NET, Reactjs, PHP, and WordPress projects.
