Add new functionalities to Asp.Net Core website

I want to add features to an Archives Website where we store documents, images, audio, videos etc. The website is open to public for browsing and downloading items. The existing website is very-very basic with front-end written in Asp.Net Core 3.1 Razor and backend as MS Sql Server. Currently data is added to the database directly via scripts.
I want to add below features to website
Login : We need an Admin Login page so that data management can be done via application instead of doing it manually.
Items Management :
Admin user needs form to create/edit/delete items.
We need to categorise items as File Type and Document Tags.
A separate form to manage Document Tags where we can add/delete/rename tags.
OneDrive Storage : Currently documents are being stored on the same server as the application is hosted. We need to integrate a one-drive account for storage and download.
Public View :
Provide search for ease in searching items by title, description etc
Provide advanced search to find items by author, date, category tags etc.
Pagination so that only 50 items should be shown on page and as user scrolls, next 50 items are being shown.
I am a senior programmer myself and due to scarcity of time I am planning to outsource this task. I am only interested in individual bidders. So companies/agencies please refrain from bidding.
