ASPX and Rest API Application

I'm looking for a developer to create a REST API for my Westpac banking services. The idea is to create a secure, scalable and cost-effective payment processing platform which integrates with my existing Web financial infrastructure.
I have determined that the preferred programming language for this development is ASPX. The main function of the API will be payment processing using a range of payment methods including credit cards, bank transfers and more. Security is also key, but for now I have no specific security requirements. the security is largely determined by the REST environment.
I am looking for an experienced developer experienced in working with REST API, and developing robust payment processing solutions. Proven experience with payment processing platforms is desirable, as well as any experience working with Westpac banking services.
