ASP.NET Webservice to receive upload.

Looking for someone to create a webservice to receive file uploads in ASP.NET (VB.NET)

Parameters in the JSON file would be

APIKEY
TOKEN
SITEID
FILEID
and the File itself.


The file then is store into a file location.

The response back would be.
Access Denied (API KEY and Token not Correct)
Failed : Do not save file
Success : All Good

Need this does ASAP. The file upload and parameters would be from a REACT posting to the webservice.
