ASP.NET, C# Webform processes manager system with database

This is low budget project (only $20 of full project).
I would like web application (webform), who Identifies 2 types of users. A(admin - full access) and U (user).
Users:
Example: user_table.jpg.
ADMIN IS ACTIVE (he registers everyone in the system (after logging in).
Admin create, delete, modify table dates.

If user not active (the user dont can checked nothing). USER REGISTER ANS ACTIVATE ITS UP TO THE ADMIN.
When user login, you see your own data. There are 5 processes each month. If all 5 processes are checked/marked, the month ends.
Restrictions:
Processess follow each other.
Process 1 : Only admin can mark. If admin mark, process 1 done!
Process 2 : Only admin can mark (if process 1 can't marked, admin can't mark process2!). If admin mark, process 2 done!
Process 3 : Only admin can mark (if process 1+ process 2 can't marked, admin can't mark process3!). If admin mark, process 3 done!
Process 4 : Only admin can mark (if process 1+process 2 + process3 can't marked, admin can't mark process4!). If admin mark, process 4 done!
Process 5 : Only user can mark (if process 1+2+3+4 can't marked, user can't mark process5!). If admin mark, process 5 done!
If process 1+2+3+4+5 is done, the month is complete. (actually month).
Next month, next 5 processes. If the previous month is not completed, the next month cannot be marked.
Each user sees their own month.
The system will automatically send an email at 3 times per months (process 2, process 4, process5 checking missing!).
