ASP.NET App for WhatsApp Billing & Payments -- 2

I'm looking for a seasoned developer who can help me create an ASP.NET application that can send billing messages through WhatsApp, and facilitate payment collection via WhatsApp payments. The application should also log payment receipts into a MySQL database.
Key Features:
- The application must send messages containing the bill amount and due date.
- It should receive payments through WhatsApp's payment feature.
- Upon receipt of payment, the application should make an entry in the MySQL database.
Additional Requirement:
- I currently do not have a WhatsApp Business API setup, so I will need your assistance with that.
Ideal Skills:
