Training management website (asp.net mvc)

I want a website to manage institution of trainging courses to employees in multiple third parties they are taking
- website in arabic language ( understandable not with google translate)
- asp.net with mvc
- bootstrap design (simple, orgnized, easy to use)
- i need the project well documented in pdf file
