oil painting from photo of a couple

I am looking for an experienced artist who can create a realistic oil painting from a photo of a couple. This is to commemorate a 50 year anniversary. The painting should focus on the couple in the photo rather than the entire image. The completed painting should be small in size - visible portion of the painting when in the frame (already owned, has special meaning) will be approximately 7 3/4 inches by 10 3/4 inches, possibly gallery wrapped to fit (but I can do that separately too). Am open to different ideas, considering black and white as a possibility.
