Realistic Nostalgic Illustration with Raindrops

I'm looking for a talented artist to create either a painting or a digital illustration from a photo of mine. The artwork needs to be in a realistic style, and should convey a sense of nostalgia.
Key Requirements:
- The presence of raindrops is crucial, so you should be skilled at incorporating these into the artwork in a way that adds depth and emotion.
- The expression of the subject in the photo is also important. You'll need to capture and convey this in the illustration.
- The overall mood of the piece should be melancholic yet peaceful, echoing the feeling of nostalgia.
I would like to hire an artist to paint a picture based on a photo. We have a photo of 2 people kissing in rain in tropical wooded. But the photo failed to represent to the environment. While there are massive raindrops, it just game out more grey. We are looking for someone to paint or digital paint the image. The image should match a lot of aspects of the photo, but also create a feeling that was missing in the photo
