Real-time Vehicle Monitoring & Plate Recognition

I'm in need of an expert who can set up a system that can identify vehicles in a live CCTV stream, extract their images, and accurately read and transcribe their number plates.

Key Requirements:
- **Vehicle Monitoring**: The system should be able to identify vehicles within a CCTV live stream.
- **Image Extraction**: The identified vehicles' images should be extracted effectively for further processing.
- **Number Plate Recognition**: It is crucial that the system is capable of accurately recognizing and transcribing number plates. The accuracy level required is high, meaning the system should be able to function well in various conditions, such as night-time and weather conditions. We want this system to be installed at Stone Crusher. So vehicles will be of big size (Tipper, dumper)
- **Data Storage**: The extracted images and transcribed number plates should be sent to an external API.

Ideal Skills:
- Proficiency in Computer Vision and Image Processing
- Experience in real-time video processing
- Strong background in Machine Learning, specifically in training and deploying models for object recognition and Optical Character Recognition (OCR)
- Ability to work with APIs for data transmission
- Prior experience with video analytics and surveillance systems would be an asset
