Looking for a developer for brand new software

We are looking for a developer / a set of developer for building a software to make some calculation using multiple sensor data. The software will do something via the actuators. A deep learning model will be created and we are totally language free about this project.

Sensors include electro optic cameras and thermal cameras, range meters. Actuators include a pan/tilt system.
