Facial Recognition tool

I would like either to build a tool or use a ready tool that do a facial recognition of group people.
Database is picture of people.
The tool is able to do facial recognition of group pictures or video. The tool has to be on-promise on my PC.
I have to get full of knowledge transfer and how to install it and use it.
