Develop RFQ technical document for the bidders for the AI/ML project

I am looking for a freelancer to develop a RFQ technical document for bidders for my AI/ML project. The document should be 4-7 pages long and must be completed within a week. This RFQ is for development of a Predictive Maintenace , condition monitoring of the rotating heavy industry equipment's installed in an process industry . Along with the same selection of the proposed AI/ML model and proposed data set structure requirement should be outlined
