Turn my 2 page detailed outline into a 4 page "Detailed Proposal"

I have approached a multinational about renting a small piece of land adjacent to one of their service stations.
They asked for a "detailed proposal". I have written the proposal which is one and a half pages. I have pictures for another 2 pages.
