Permanent resident permit

Hello. My name is Reza. I am a blue card holder (art.18b, blue carte EU) in germany. I have passed 33months of residency with blue card in germany. I am a wissenschaftlicher Metarbeiter in jena university klinikum, doing my PhD. I also have basic level of german knowledge (A1) from TestDaF center of friedrich schiller university. Based on article Section 19a of the Residence Act - EU Blue Card EU Directive 2009/50/EC Section 2 of the Employment Ordinance, I am required to apply and have permanent residence permit in germany. I wanted to ask you whether you take my case?
