Need a bilingual English/French content writer from Quebec, Canada

we are looking for someone who is fluent in both English and French (located in Quebec, Canada ONLY) who can assist us in writing content for our website. For the moment we just need one article to test the skills and speed of the writers.
I am attaching a sample article brief where you can find all the details and the specifics we need, but in a couple of words:
- Needs to be written in English and translated to French (or vice-versa)
- MUST be QUEBEC French (there are difference nuances, vocabulary, and tone in QUEBEC french in contrast to standard French spoken elsewhere)
