LMS Design for Interactive Learning

I am looking for an instructional designer with a vast experience in designing and building Learning Management Systems (LMS). This LMS should serve a dual purpose, catering to both students in an academic institution and the general public. The LMS will require three main components:
• Text-based Documents: Traditional text documents often used for instruction will be a significant part of the LMS.
• Videos and Multimedia: A substantial part will comprise videos and other multimedia resources for enhanced, interactive, and engaging content delivery.
• Interactive Quizzes and Assessments: The LMS will also include quizzes and assessments to test understanding and knowledge retention.
This project is time-bound, with a target completion within a month. Prospective freelancers should be capable of working within this deadline without compromising the quality of the system. Key skills and experience required for the job include e-learning, education technology, multimedia design, and a strong background in instructional design. The end-goal is to produce an LMS that obtains maximum learner engagement, optimizes the learning experience, and achieves the set instructional objectives.
