1. Introduction
An introduction offers to a decision-maker a possibility to get acquainted with the issue and a broader
context. Structure of an introduction:
a. Context of a policy paper which should entourage a decision-maker to read this
document;
b. Definition of a problem;
c. Definition of the goal of a policy paper.
2. Description of an issue/problem
A description of a problem underlines the fact that it exists. This part contains both the definition of the
problem as well as its character. The aim of this part is to convince a decision-maker that in order to
solve the problem one needs a concrete action by a president/government/central administration/local
government. In order to convince a decision-maker each line of reasoning should include an argument as
well as additional concrete proposals.
3. Possible solutions
This part should offer necessary arguments which justify a concrete solution. The final choice should be:
a. Description, analysis and comparison of possible options;
b. Providing arguments in favor of the best option;
c. Short analysis of the selected solution;
d. Providing correlation between the selected solution and recommendations.
4. Recommendations
Recommendations are a necessary and key element of every policy paper. They help decision-makers to
take the necessary steps and practical decisions. What is a recommendation?
a. It is a proposal of concrete actions or decisions to be taken.
b. A recommendation must be justified.
c. A recommendation is like a prescription (a decision-maker might use it, but he/she is not obliged
to do it).
How to write a good recommendation?
a. Having a policy recommendation is not the same thing as having a good policy
recommendation.
b. A good recommendation cannot be too general.
c. A good recommendation should be goal-oriented and encourage a decision-maker to act.
