Probability Theory Article Review & Submission

I've written an article on the subject of Cusum Statistics in probability theory. While I'm confident in its correctness, it was once peer reviewed and rejected from the Annals of Applied Probability, seemingly without undergoing a full in-depth review. Few years passed and I suspect my references may be outdated. I'm looking for a PhD in Probability to help refresh my references while embedding them in the introduction and submit it to one of the journals in probability. Willing to add the person to the paper.

Ideal Skills and Experience:
- PhD in Probability or related field
- Strong understanding in theory of large deviations and tail behavior (maximal Cusum
statistics).
- Experience with academic journal submissions
- Familiarity with recent advancements in the field
- Excellent reference sourcing skills
