1. INTRODUCTION AND OVERVIEW
1 This document is the specification for the delivery of:
1.1.1 - Accommodation and support service for ex-offenders in Bromley.
The appointed Provider will be required to deliver a wide range of support and coaching services for ex-offenders, within high quality accommodation, assisting residents to develop skills to help them resettle, thrive and positively contribute to communities. (The accommodation available is a 9 bed unit, owned by the HomeGroup to enable the Provider to deliver this contract, through a separate and independent management contract). This provision will assist the Council to meet its statutory obligations to assist vulnerable homeless people leaving an Institution, and who may be at risk and / or disadvantaged, and to ensure they are protected and enabled to live independently.
1.1.2 - Support and Tenancy Sustainment Service
The appointed Provider will be required to work with residents both in settled tenancies and temporary accommodation, for the appropriate length of time to assist and enable them to respond to housing difficulties and to sustain their tenancies.
The Service is being commissioned by the Housing, Planning and Regeneration Department within the Council. The contract is to be managed by the Council’s Housing Options and Support Service and Commissioning Department. The Council will make referrals for those people who meet the criteria of either scheme.
The Council will consider reciprocal placements/referrals, with colleagues from other London boroughs; however, these will be considered on an exceptional basis only and all cases will be facilitated through the normal referral route, via Bromley Council.
