Need a review of my research paper by only someone with military or senior police background.

I have written 2 research papers,one on new system of warfare and the other is predicting enemy surprise.
I need an assessment of my papers..by someone who is familiar with military intelligence or from senior police background.also I would require the assessment on a proper letterhead.Payment is no constraint.
