I need an arduino engineer or programmer

I need to build a program to simulate an indoor climate control system monitoring humidity, temperature and dew point. The humidity and temperature must be controlled with separate potentiometers. There must be lights indicating whether a heater or cooler is on. There must also be lights if humidifier or dehumidifier on. More info on requirements are on the attachment .
