high speed tachomenter and valve controller

Hello!
I am looking to have you build a Arduino based tachometer and valve controller (servo) that will control air flow based on RPM... i.e. if the RPM drops below the set speed band then the valve opens more to keep the RPM within the settings... if it gets too high the valve closes down to reduce the speed.

The proportional valve/servo control code will have to be written.
I need you to purchase (or I can send it to you) the hardware... built it, program it, test it and deliver it and all of the code as the final product. You will also have to train me on how to use it and install and calibrate it.
