py32f003 for Arduino Encoders / pwm

I'm looking for a skilled programmer to develop a custom code for 2 encoders each with it's button all with interrupts with Arduino framework using py32f003 mcu , The primary function of the encoders is to control the frequency and duty cycle of a PWM. also create a simple library to be used to send and receive the values of freq and duty cycle over i2c to another Arduino board. the frequency should be changed from 1 to 400 and duty cycle from 1 to 100 , the button of each encoder is to increment the value by 5 the 2nd push by +10 the 3rd push x1 no increment, i need all the pins with interrupts
