controller for a stepper motor to drive a classic, mechanical car speedometer (cable)

I have + 5V (square) pulses at the input. I need to design a device that will maintain the rotational speed of the stepper motor to drive the cable of an analog mechanical car speedometer and help with the production of 1 piece. The device must be adjustable / able to be calibrated. You have to help me choose the elements and combine them. Mechanical matters related to the connection of the cable with the motor are on my side. The device can be made with e.g. an arduino/similar driver or as a separate / standalone device.
