build a program for flashing files to the R8C renesas family mcu

I'm looking for a programmer to build a program for flashing files to the R8C Renesas family MCU. The program should be written in C, and include a graphical user interface (GUI). I require the program to work with all versions of the R8C Renesas family MCU, including R8C/10, R8C/11, and R8C/13. The successful programmer should be familiar with the required hardware and software, as well as the relevant firmware. Experience working with embedded systems, preferably microcontrollers, is essential.
