arduino stepper motor programing

I am looking for a freelancer who has experience in programming Arduino to take the signals from a hall sensor flow meter and convert signals from the sensor to control the speed of a step motor to drive a pump that will deliver a ratio between what the flow meter reports and what is delivered from the pump that is attached to the step motor.
Then I also need to keep track and report cumulative totals. current total and be resetable on a page that would be on a phone app or iPad screen or via usb ,or bluetooth
Also it would be good to have an equation on the screen that calculates what is reported to have been delivered and compare to what was actually delivered and make adjustment to the code in order to calibrate ratio.

Skills and experience required:
- Proficiency in Arduino programming
- Strong understanding of stepper motor control
- Familiarity with bipolar stepper motors and their control mechanisms
- Experience in achieving high precision speed control with stepper motors

The main purpose of the stepper motor in this project is to drive a fluid pump that is a ratio of a flow meter.
I have arduino mega and also rasbrerrry pi and nsp32 to choose from.
