arduino as multi rotary encoder

I need to use arduino uno as remote mcu to handle 3 encoders with push buttons, I need to connect them all with one interrupt as per this example https://www.hackster.io/Svizel_pritula/10-buttons-using-1-interrupt-2bd1f8 i need you to write arduino library to communicate with this arduino over i2c and update the values of every encoder, also the ability to set the ranges of every one x5 also x10, and ranges (from -to). also read 4 analogue inputs.
