Writing a simple data entry program to communicate with RFID reader via serial USB

I am looking for a programmer in windows OS environment to communicate with the RFID card reader via serial USB.
The flow program as follows. First of all, when we touch an RFID card to the reader, the reader will send all field data on the card to the PC via serial USB. Then, we can modify the field data in PC program. Some field data can be modified directly using keyboard, the other can be modified by touching the other RFID card.
After modifying data finished, we can send back the field data to the RFID reader and put it on log txt file in windows folder.
In the attached document, I send a sample program in arduino, to send and receive all field data.
You can upload the program to your arduino board, parsing it and populate to the field data entry.
You can write the windows program using any language such as visual basic or java, but the program should be easily install on ordinary PC with minimum setting.
