Website for Arduino project

We need a website which interface with Arduino UNO with the help of GPRS module.
In webite we shoud be able to monitor the status of the field(ie. consumer id no. And its usage detals).
At the consumer side he should be able to control the waterpump and solenoid valve(for motor on off switch and for valve it should be controlled by user on time basis ).
In website there should be 2 login one for distributor and another for consumer.
In distributor login id with unique password
And different user id(meter id) and there field status.
At consumer end
Login option with id and password
Motor on/off
Button and status.
Solenoid valve status ie on off
valve controling time. As a input from consumer as per requirement.
Data should be save in any free cloud.
