Stepper Motor Control Via Arduino

I am looking for a well-versed Arduino coder capable of developing a program for stepper motor control, with an emphasis on precise rotational movements.

Skills and Experience:
- Arduino coding expertise
- Practical understanding of stepper motor control
- Ability to fine-tune for precise rotational movement

The core requirement of the project is:
- To code an Arduino to precisely control the rotation of a stepper motor. This involves understanding the nuances of stepper motor operation and effectively translating this knowledge into coding specifics.

I am making an x y cnc system for projecting a visible laser of an AutoCAD layout on the workshop floor or bench.
Basically I want to (in real time) click on any point on the drawing on a laptop and have a green laser mounted facing down from a large (6m x 4m) ceiling mounted track and move to the corresponding location...and in scale.
I've found a few videos on YouTube that are very similar
