STM32 Arduino Development Environment Setup

I am looking for a Freelancer to help me set up an STM32 Arduino development environment. The processor architecture I am using is STM32. I'm not sure if I need a custom bootloader but I'm open to exploring the possibility. I want to set up either a Makefile or PlatformIO environment for this project. The person I hire should have experience working with both STM32 processors and the Arduino IDE. I'm looking for a reliable person to get this job done quickly and with quality.
