Raspberry Pi Integration with Vintage Phone

I want someone to do a little simple programming for my rpi.
Basically, i want it so when the person picks up the handset it plays a dial tone (mp3) then they dial 1194 and it speaks the current time and date.

other things are i want so i can remote through ssh send a command from my pc to make it ring and then when the person pick up it says some words like Have a nice day. (i would like Text to speach) I want as 3 different commands, so like play1.py play 2.py play3.py and that either has the speach in the py file or a seperate text file for each.

The rotary ill hook up which basically does a pulse (closed circuit) and at 10 pulse per second.
The only number the phone will work for is 1194 and nothing else.

The ringer will be hooked up to a relay and the ring is 2 seconds on and 2 seconds off and stops once headset is picked up.

The handset is just an on and off microstitch.

All this will be wired up and i can be online if you remote desk into the rpi so i can tell you if it works here in the program stage.
