Ch32v003f4 Microcontroller Programmer Needed

I am looking for a skilled microcontroller programmer who has experience with the Ch32v003f4 microcontroller.
I'm looking for a programmer - freelancer for make me a code for CH32V003 core
Program should be better at Arduino IDE ...... But Mounriver could be ok
Circuit will work with battery 18650 - 3,7V, Low power consuptiom it's the target
Pins from CH32V033 is not defined .. Free for choice
Basic I have transmitter and receiver using IR, distance between close 0.5m up to 1m trasnmitter and receiver
TRASMITTER function
Turn on micronctroller from mechanical switch
start to send IR signal for 10 sec.
After 10 seconds go to sleeep for save battery
keep on sleep until to mechanical switch turn off microcontroller ..... It means 30sec more or less
RECEIVER function.
Receive ir signal
get value from trimpot 1
get value from trimpot 2
wait time set by trimpot 1
power on a small pump with time set on trimpot 2
back to initial condition
For save battery because IR receiver has 20mA ...... I powered on 1 sec. and power off 5Sec, on the power off state I put microcontroller for sleep to save battery as much as possible
