Measurement App for patented Sensor

I need an app that will perform either of the following functions.
Project One App development
1.A signal is sent (via Bluetooth) from phone to the sensor. This activates the sensor.
2.An audio signal sent from the sensor is received via Bluetooth by Android phone.
3.The signal is processed by phone
4.If the signal is outside or within fixed parameters an alarm is activated The alarm creates a notification.
5.The phone turns sensor off

Project Two App development
1.A Blue tooth Microphone is activated . ( Time Based.)
2.The audio signal is received via Bluetooth by Android phone and passed through either a graphic equalizer or the monitor section of multitrack recorder
3.The signal is amplified by amp in phone
4.The signal is sent to a Bluetooth speaker and picked up by microphone
5. The looped signal is sent to a signal processor.
6.If the signal is outside or within fixed parameters an alarm is activated The alarm creates a notification. The phone turns sensor off

We hold a patent for a new type of sensor.
The project may suit an app developer who wishes to enter the measurement market with their work protected by patent.
We are uncertain of the budget because we do not know if what we propose is possible
