Level sensor/controller with arduino

Budget: $30 – $250 USD

I need a control system for the liquid level in a tank.
Use two sensors (wires); one at the bottom and one at the top. Once the liquid touches the two sensors and stays like that for 5 seconds, the Arduino card should be able to "read" it and turn a 5V pump on. And the other way around for turning off the pump. Potentially usable additaments are welcome.
Now, think about this 1-tank but for 8 independent tanks and assemble it the simplest and most elegant way you can.
I will require the circuit diagram, the program to feed into Arduino (with comments for mortals), and the list of items to buy on amazon.
