LED matrix wall (~18 - 21 panel)

Hello, I need assistance in programming and assembling (and getting all the materials necessary) for a ~18 - 21 panel LED matrix wall (64x32)... What are the best and most cost-effective components that I should buy? Whats the most efficient and flexible programming setup?

I'm familiar with Arduino programming but I'm open to RPI python, MAC user, for European electric connections...
