IOT Based Pulse and O2 Monitor

Looking for project maker who can make project on Arduino for fulfill following requirement
1) Sense Pulse rate and Oxygen, Show on 3.5 inch display
2) If pulse rate goes down below 100, Buzzer will start alert
3) If oxygen level goes down below 95%, Vibrator and buzzer will start automatically
4) Set and Select menu with UP, Down and Set Button
a. Set Oxygen
b. Set Pulse Rate
c. Set Vibration time ( Off Vibration )
d. System On Off Button
5) If oxygen goes down 95% start count second and display on board
6) Option : Add ESP8266 in project ( Can use any IOT board or Platform )
a. Upload data on server
b. User can check data on mobile
