ESP32 GPS Tracker with Custom Functions

I'm looking for a skilled programmer to develop code for my ESP32 board with A7670E. The code needs to enable the board to function as a GT06N GPS tracker with additional tasks.
Key Requirements:
1. The board should send GPS coordinates to a server, and also save these coordinates onto an onboard TF card. The data saved on the TF card must be in CSV format.
2. The external device connected to the UART port of the ESP32 communicates in hex code. The code should be saved on the TF card, sent to the server, and transmitted via Bluetooth.
3. The Bluetooth communication should be with an app. The code should determine actions based on the data if the code starts with '1', it should read data from the TF card; if it starts with '2', it should send the rest of the code to the UART.
I have started the development process with ChatGPT and will provide the initial code I've created.
