Droplet Sensor to Control Pergola Louvers

This program will allow a droplet sensor to open or close pergola louvers depending whether or not the sensor detects rain droplets. The open/close signal should only be sent for a specified period of time when the droplet sensor changes status.
Droplet Sensor - Pin 9
Close Louvers - Pin 10
Open Louvers - Pin 11
Droplet sensor (pin 9) detects water and will go low. When droplet sensor goes low, the close signal (pin 10) to the H-Bridge should go high for 10 seconds and then go back to low. This allows enough time to close the louvers. The droplet sensor will remain low until it dries out, but it should not keep sending the close signal. That should only happen one time as soon as the sensor detects a drop. This should reset once the sensor dries out. Once the sensor dries, pin 9 will go high. When pin 9 is high the open signal (pin 11) to the H-Bridge should go high for 10 seconds to open the louvers and then go back to low. As long as the sensor is dry pin 9 will remain high, but it should only send the open signal the first time the sensor dries out and should not send an open or close signal until it becomes wet again.
