I'm looking for someone to design and assemble a digital number display project featuring a small 7 segment LED display, an Arduino Nano, a rotary encoder with switch, an On/Off Switch, a dimming rotary encoder and a 3V button battery. The LED display will be able to show a number from 0000 to 9999.

The size of the 7 segment LED display is small, so please keep that in mind while designing. I'm open to either incremental or absolute rotary encoders, so take your pick. As for the programming language used for the Arduino Nano, I have no preference - pick whichever works best for you. This project should be straightforward, so please quote your best price. Thanks!

Function:
The led display will show a number from 0000 to 9999.
The rotary encoder will cycle one number at time in numerical order.
When you press the Rotary encoder switch it cycles over to the next digit.
After last (4th) it will start again on 1st
A dimmer rotary encoder will make illumination of numbers to go up or down.
