Create a test program to blink 12 LEDs sequentially using STM32F030F4P6TR series and arduino IDE

I have a piece of hardware that was designed and we are having problems programming it. It contains 12 LEDs. We are using ST-Link and Arduino IDE 2.0.
Requirements: Create the test program, provide source file and HEX file, explain hardware connection to Arduino IDE and USBC, demonstrate.
Step1: turn OFF all LEDs, Step 2: Turn ON first LED and then Turn OFF, Step 3 : repeat all LEDS until 12th LEDs. Step 4 : Turn all OFF and repeat
